The purpose of this assignment is to establish the actual status of four water supply schemes that were started in Rural Water Supply and Sanitation Project in Western Nepal Phase I (RWSSP-WN) and carried over to RWSSP-WN Phase II in September 2013, and which still in December 2018 remain to be finalized, and recommend on how to clear these within the remaining five months of Phase II. This is Quality- and Cost-Based Selection.

Finland’s Country Strategy 2016–2019

Finland continues to support improved water supply and sanitation due to Nepal’s strong commitment to this sector, remarkable previously achieved results and the significant impact thissector has on the livelihoods of women and children. Finland is one of the most prominent donors in rural WASH in Nepal and has been instrumental in strengthening coordination in the sector.  (...) Finnish support is channelled through bilateral programmes in Western Nepal (RVWRMP 15 million euros, RWSSP-WN 13.7 million euros) and UNICEF’s WASH Earthquake Recovery Programme (2 million euros).

The Ambassador of Finland visited RWSSP-WN

RWSSP-WN was privileged to welcome the Ambassador of Finland, Mr. Jorma Suvanto, to Terai between the 7th and the 9th of November. The visiting team included the Ministry for Foreign Affairs of Finland (MFA) representatives Senior Adviser Ms. Sanna Takala and Program Officer Ms. Jetta Kuivalainen, and the Embassy of Finland representatives including Development Counsellor Mr. Jukka Ilomäki and Development Cooperation Adviser Dr. Chudamani Joshi.

 

The team visited the rehabilitated Damar Water Supply Scheme in Ratanpur VDC, Nawalparasi district, and explored the sanitation efforts in Baluhawa VDC, Kapilvastu district. The program also included visits to schemes in Amarapuri and Devchuli municipalities that were constructed during the earlier Finnish supported project in what is largely remembered in Nepal as the Lumbini project or as the Finnida project. These schemes are now involved in the Nawalparasi and Palpa Districts Sustainable Water Supply and Sanitation Project (NAPA WASH). 

 

NAPA WASH is an NGO-based project funded by MFA and implemented through Waterfinns and Centre for Appropriate Technology Nepal. The project aims to strengthen the management, operation and maintenance of selected water and sanitation schemes in Nawalparasi and Palpa and contribute to enhanced knowledge in water supply functionality challenges in Nepal.

 

During the visit, the Ambassador discussed with numerous stakeholders such as Water and Sanitation User Committee members, District WASH Advisers, service users and DDC representatives. In addition to the information sharing, the visit enabled the Ambassador and the MFA representatives to explore in real life the environment and realities, in which RWSSP-WN operates in.

The ODF deceleration ceremony at the Mahuwa Secondary School was attended by some 800 people. The Chief Guest, Brijesh Kumar Gupta, Member of the Parliament, inaugurated the program washing his hands with a soap. One Drama was presented by the child club of the school. Total no of households: 903 permanent toilet. Before the campaign: 114 (as of February 2014). Existing permanent toilets in VDC: 684 (as of 27.03.2016). Full story here!

Open Defecation Free (ODF) movement is progressing well in Palpa District.

Dobhan VDC of Palpa was recently declared as ODF on 20th March 2016. The Chief Guest of the Declaration program was the Local Development Officer Mr Krishna Prasad Pandey. RWSSP-WN II representative M&E and Institutional Development Specialist Mr. Jari Laukka participated also in the program. Various speakers congratulated the community for the good achievement and encouraged the VDC to continue with total sanitation activities.

New Technical Facilitators have been selected

Four new Technical Facilitatators were selected from among 86 applicants. Interviews of top 11 scoring candidates were held on March 6th in Pokhara, and the highest scoring 4 candidates were selected for the positions.

Update of the Technical Facilitators Recruitment

March 6, 2016

There were total 86 applicants out of whom 50 submitted their CV in the correct format and fulfilled the minimum qualifications. Out of these, 20 applicants just fulfilled the minimum qualifications but not more. Out of remaining 30, we have invited today 12 top scoring candidates for the tests and interviews in Pokhara.

 

In case any of the invited candidates do not confirm their participation, we will contact the wait listed participants as soon as possible.

Progress in ODF movement in Kapilvastu!

Kapilvastu and Rupandehi remain as the two main Terai districts where  RWSSP-WN continues its efforts to improve basic sanitation, moving towards ODF. In Kapilvastu, the sanitation gap is now narrowed by two VDCs - Rangpur and Gauri - which declared ODF on 11th and 13th January.     

 

In Rangapur VDC alone, 591 households have constructed new toilets since the beginning of the ODF campaign. All 684 households of Rangapur VDC now have perpanent toilets.

Congratulations to Syangja for District ODF

Syangja has been ready to declare open defecation free for more than two years, since the approval by the Regional WASH coordination committee. The declaration finally took place on 9th January 2016, as 32nd district in Nepal. Honorable Minister, Som Prasad Pandey, Ministry of Industry, Government of Nepal, as chief, inaugurated the ODF ceremony. Stakeholders from the national level to Water User and Sanitation Committee members participated in rally around Syangja Bazar as well as the formal program.

 

All guests emphasized the importance of sanitation and hygiene in their speech, and committed to support the campaign for total sanitation. A road map to Total Sanitation has been set in the District Post ODF Strategy, in which all WASH stakeholders including political parties make their commitment to declare Syangja as a total sanitation district. RWSSP-WN has been supporting Syangja´s sanitation movement since B.S. 2065 through DDC Syangja, first for ODF and now for Total Sanitation campaigning. For the declaration ceremony, RWSSP-WN II provided both financial and technical support as requested by DWASHCC/DDC.

This technical paper focuses on the experience with the public, institutional and school WASH in Western and Mid-Western Nepal. It makes recommendations on how to do this better. The study is based on the RWSSP-WN Phase II baseline.This paper was originally prepared for the SACOSAN VI as a technical paper contribution.

Congratulations to Rolpa for District ODF!

01.01.2016

Rolpa district declared open defecation free (ODF) on 24th December 2015, being the 28th district to do so. The Vice President, honorable Shree Nanda Bahadur Pun was the chief guest of the ODF ceremony. Parliament members, members of National Sanitation Hygiene Coordination Committee, representatives of the offices of GoN, donor agencies, leaders of political parties, district based organizations and community people of Rolpa participated in the ceremony.

 

The office of District Development Committee, Water and Sanitation Sub-division Office, RWSSP-WN II, Red-Cross Society etc. have been supporting the sanitation promotion program in the district. As the head and the secretary of D-WASH-CC, DDC and WSSDO have key roles in decisions and implementation of the sanitation program. On top of that, RWSSP-WN II has been a key support agency for improved sanitation in Rolpa. At the time when RWSSP-WN II started to support sanitation initiatives in Rolpa, only four VDCs had declared ODF.

 

RWSSP-WN II has supported various district and VDC level capacity building events to train the trainers and to aware people on sanitation and hygiene, provided VDC rewards after declaring ODF, supported in the preparation of information, education and communication materials etc. Now the project will continue the support towards Total Sanitation. This includes support to prepare a Post ODF strategy for the district and post ODF plans for VDCs.

Histan VDC Declared as Total Sanitation VDC
 

The whole Histan VDC in Myagdi district was declared as Total Sanitation and Indoor Air Pollution Free VDC on the 22 December 2015. Histan VDC is the fourth Total Sanitation VDC when counting previously declared Dana and Ramche VDCs in Myagdi Districts and Amarapuri VDC (recently merged into municipality) in Nawalparasi District. Histan VDC has 495 households. The Local Development Officer Chiranjivi Poudel was the Chief Guest of the Declaration Program.

Congratulations to Gulmi!

12th July 2015

Gulmi District declared Open Defecation Free on 11.07.2015. There are 75 Village Development Committees and one Municipality in Gulmi District, which had already declared ODF following the rule and regulation given in the Sanitation and Hygiene Master Plan-2068.  Honorable vice President of the country, Mr. Pramananda Jha, was the chief guest. D-WASH-CC decided in fiscal year 2067/2068 to target to declare district ODF by 2072, which became success today, after construction of around 30,000 new household toilets during the past five years. 

 

Now there are 65,000 households in the district with household toilets. During the sanitation momentum, six public toilets were constructed and a few are under construction. RWSSP-WN II, through the Local Government (DDC), has been supporting the movement since last year by building capacity, conducting sanitation and hygiene promotional activities, and helping the district to prepare ODF plan and strategy. At the time when RWSSP-WN II started its support in Gulmi, only eight VDCs had declared ODF. Similarly, the project has planned to continue its support for the preparation of District and VDC Total Sanitation Strategies, conducting total sanitation activities, along with support to rural water supply.

Congratulations to Nawalparasi for District ODF!

Nawalparasi is the first out of three RWSSP-WN working districts in the challenging Terai context to declare Open Defecation Free. In the entire Nepal, Nawalparasi is the second Terai district to become ODF. 

 

RWSSP-WN had provided training to Social Mobilizers of all municipalities and VDCs in Nawalparasi. RWSS-WN also conducted Orientation about sanitation and hygiene  to VWASHCCs of all VDCs at VDC levels over the years. At district level we have conducted orientation to VDC secretaries. RWSSP-WN given reward money of Rs 500 per new toilet to VDC  in its Phase I and Rs 300 to Tarai VDCs and Rs 200 to hill VDCs for sustainability of ODF and for conducting post ODF activities. We have also supported VDCs by triggering at community level, household visit for monitoring and use of toilet through our social staffs (Lead WASH Facilitators, Health Promoters,and Field Coordinators). We have also distributed behaviour change messages by media. We have also supported district by formation of WASH Journalist forum and orienting them.

Markabang in Pyuthan Moving Towards Total Sanitation

Markabang VDC wards 6 & 7 were declared Total Sanitized wards in June 10, 2015 with presence of Chief Guest LDO Mr. Pushpa Ratna Ranjit, along with chief of political leaders and representatives of the government organizations, INGOs and NGOs chief and representatives, Journalists, civil society, teachers, students, Female Community Health Volunteers and residents of those two wards. There was the presence of VDC Secretaries, VDC level political leaders, and Ward Citizen Forum members as well. 

Tribeni Susta VDC declares ODF - Nawalparasi to declare district ODF next!

It is the pleasure of the Nawalparasi team to inform you that 16 June 2015 Tribeni Susta VDC declared ODF.  Now all of its 1,934 households have permanent toilets. The population of the VDC is 10,975. During campaign 999 new hhs toilets were constructed in this VDC.  Now all 6 municipalities and 59 VDCs of Nawalparasi district have been declared ODF. RWSSP-WN team congratulates!!!

Presentation of Tanahun source study followed by Water Safety Plan training in Tanahun

Tanahun source study analyzes the source yield changes between 2004 and 2014 comparing them with climatic changes during the same period.

The findings and recommendations of the study will be presented to the D-WASH-CC and other district stakeholders on a district level event on Friday 10th April. 

 

Following the sharing event, a four day workshop/training on Water Safety Planning (WSP) in Tanahun will start on 11th April. 

Congratulations to Kapilvastu for three VDC ODF declarations!

Three ODF declaration ceremonies will be celebrated in Kapilvastu on the eve of the Nepalese New Year. The three VDCs that have reached the ODF status are Nigalihawa, Lalpur and Bhalwari. Celebrations will take place on 11th, 12th and 13th of April. 

Two VDC ODF declarations in Gulmi this week

April 8, 2015

Arbeni VDC of Gulmi was declared ODF on 8. April 2015. It is 57th ODF declared VDC in Gulmi. The HHs and population of Arbeni VDC are 583 and 2783 respectively. Now all households in Arbeni have permanent toilets. 160 new permanent toilets were constructed in Arbeni in the current FY.

 

Bhurtung VDC was declared ODF on 6. April. Bhurtung VDC has 864 HHs and population of 3847. 480 new HH toilets were constructed during the last two FYs, since the start of the RWSSP-WN support.
